The global financial crisis that erupted in late 2007 has generated consequences that are still developing, and in many respects, not yet fully measured or understood. It is clear however, that the crisis has fundamentally altered the state of the international financial system, one outcome of which has been a demonstrable tightening of credit, and a significant reduction in global liquidity, particularly for certain segments of business and for certain industry sectors.
